From May 20, classic cars that were registered in or earlier may no longer have to undergo the annual roadworthiness test if they are declared to the Driver and Vehicle Licensing Agency DVLA as a historical vehicle. This can include consulting an expert on your particular marque, or a specialist in historic vehicles. If a VHI is deemed to have changed considerably from its original spec then it may still require a roadworthiness test, even if it meets the age criteria for exemption.
If the engine has been changed to one that is different from its original, this is considered a substantial change. One way of identifying this is if the number of cylinders in an engine is different from the original. However, if it is the same basic engine with alternative cubic capacities then these are not considered a substantial change. This includes any sub-frames. However, replacements of the same pattern as the original are not considered a substantial change.
If the type and or method of suspension or steering is altered then this constitutes a substantial change. Unless they have been kept in pristine condition, the age of many classic cars means they will usually have undergone some work to bring them to a roadworthy standard. In addition to the Historical Vehicles class, there are other exemptions from full or part MOT testing.
Classic vehicles may be registered under the Conditional Registration Scheme. Currently, the following organisations have been approved to participate. Other organisations may be approved in the future.

If you have an unregistered Honda motorcycle that is over 25 years old, the Honda Owners Club can provide the necessary paperwork which the DVLA require to support an application for a registration document or V5C. Many old bikes which were originally registered in the UK have dropped off the DVLA database as they haven’t been used for numerous years.
If you have an old log book, registration document or entry from a county records office, which shows both the vehicle registration marque VRM and the frame number, it should be possible to retain the registration number displayed using an HOC authenticated V form and dating documents. If you have an imported motorcycle, the DVLA will require you to submit a dating certificate to prove the year of manufacture of the bike. In order for the HOC to provide dating documents, the motorcycle must be in a roadworthy condition and be ready to be MOTed.
Close up pictures of the frame and engine numbers will be required. If the numbers are damaged or altered in any way, it will not be possible to authenticate the bike. A side view picture of the complete machine will also be required. A fee is charged for this service. The HOC is unable to provide dating documents for motorcycles that have been customised or substantially modified from from their original specification.
